This report examines the hitherto neglected reform of the Congolese security sector. Since real control over the security structure remains with ex-belligerents in the transitional government, this report argues that the reform of army and police structures is crucial for creating a secure and sustainable environment for peace and development. Moreover, the authors assign a major role to the international community, which is urged to shift its focus from electoral security to security sector reform.
