This working paper includes five articles summarizing the state of civil society in the countries that joined the EU in 2004. The authors discuss whether civil society organizations in the new EU member states are capable of adequate participation in old and new modes of governance at all relevant levels and in all relevant policy areas. They also examine whether there are adequate mechanisms in place in the new EU member states to monitor and regulate the activities of civil society organizations participating in modes of governance.
