This report focuses on the "Islamic factor" in the North Caucasus, particularly in Dagestan, Chechnya and Ingushetia. The report's authors argue that unresolved territorial conflicts and land disputes, ethnic clashes, and demands for greater autonomy continue to provide rich loam for radical Islamist propaganda. The Russian government's strategy to deal with this overall problem, however, is too security-centric. What Moscow really needs is a comprehensive approach that promotes rule of law, economic development and local governance.
