This essay analyzes China’s strategic investment behavior towards Southeast Asia. It argues that China’s financial charm offensive has proved less effective in creating soft-power than is commonly perceived. Often China’s development projects have alienated local populations, and its nationalistic rhetoric over the South China Sea has increasingly strained its relations with other South China Sea claimants.
