This report examines the escalation of sectarian violence in Iraq since 2005, and concludes that the efforts to hold Iraq together are on the verge of collapse. The authors urge the Iraqi government and the international community to prevent the country from collapsing by establishing a government of genuine national unity, restoring a sense of national identity, and revising the constitution's articles on federalism and oil distribution.
