This paper focuses on the post-2009 violence between the Lou Nuer and Murle tribes in South Sudan's Jonglei State, with a particular emphasis on Lou Nuer attacks conducted in Pibor County between December 2011 and January 2012. In addition to exploring the root causes and consequences of this tribal rivalry, the paper analyzes the various attempts by policymakers, church leaders, and other actors to address the problem.
