This report examines Sudan's faltering Comprehensive Peace Agreement (CPA), signed in January 2005. In light of the National Congress Party (NCP) systematically delaying and undermining the implementation process, and the Sudan People's Liberation Movement/Army (SPLM/A) being in disarray, it warns that failing to implement the agreement will lead to a renewed conflict. The authors specify three essential requirements to get the implementation process back on track. This includes the political will of the ruling NCP, the transformation of the SPLM/A into a stronger and more efficient organization, and the proactive and forceful political engagement of the international community.
