This report examines the elements needed to reconstruct Liberia's courts and lays out the challenges facing the country's justice system. The authors argue that if impunity continues to rule, attempts to improve Liberia's economic governance, security sector reform, and infrastructure reconstruction will fail. They emphasize that judicial reform is a long-term project requiring commitment from the highest levels of government. Community-based approaches to reform and long-term donor commitment are also outlined as essential to successful legal reform.
