This brief provides a framework for thinking about Active Cyber Defense (ACD). It begins by describing why ACD is becoming increasingly important. Then it examines how ACD can be used by defenders during a timeframe called the cyber engagement zone (CEZ). This zone begins after an attacker has deployed malware on a defender’s system and ends when the attacker begins to take specific actions, such as stealing information from the defender. The author then describes the specific ACD options available to companies within the CEZ and examines the possible legal and operational issues associated with these options.
