This publication analyzes the tensions in the South China Sea that have continued despite efforts from regional leaders and diplomats. The author provides insight into diplomatic developments that, although increasingly unlikely he argues, could have a positive impact on regional stability. These include a call for a binding Code of Conduct (CoC) put forth by the Association of South East Asian Nations (ASEAN).
