This report argues that the fear of violence and intimidation in Zimbabwe’s 2013 elections contradicts political leaders’ commitments to peace. Furthermore, this situation undermines the possibility of credible results at the polls. The authors suggest that the Southern African Development Community can improve the situation, but they need to increase their monitoring capacity and demand compliance to their democratic principles and guidelines. They believe that progress is possible, but until the political parties can agree on what needs to be done, Zimbabwe is not ready for elections.
