This paper, based on interviews with NATO officials, explores the history of NATO’s structural and internal responses to issues of nuclear weapons policy. In particular, it looks at how the organization chose to delegate responsibilities on these issues within its internal committee structure. It examines whether this structure, which was created during the Cold War, is still fit for purpose. The paper also offers some suggestions on how NATO can improve its nuclear policy, and why it needs to be changed.
