This article analyzes the downsizing of US military forces. The author uses statistical data to show trends in US military manpower and the implications it has for the drawdown of personnel. He argues that the Cold War drawdown showed that the US military had the tools to reduce the force in a fair and balanced way but that it sometimes lacked the will to do it and that today the Department of Defense stands in the same position.
