This report surveys the conflict between the Ogaden National Liberation Front (ONLF) and the Ethiopian government. It traces the origins of the conflict and Addis Ababa's subsequent attempts to reach an agreement with separatist forces. The report also considers the role that external actors play in the conflict, with a particular focus on Eritrea and the mediation efforts of Kenya. This provides the basis for recommendations aimed at improving the effectiveness of future peace talks between the warring parties.
