This working paper talks about the relations between Turkey and Azerbaijan in relation to the South Caucasus. It argues that Turkey could use soft power to support transformation and reform within the societies of the South Caucasus. However, Turkey's relations with Armenia undermine this possibility. Azerbaijan is a stakeholder in Turkish-Armenian relations and Turkey, because of its inability to proceed further with its bilateral agenda with Armenia, has become a stakeholder in the settlement of the Nagorno-Karabakh conflict. The author says that Azerbaijan's leverage appears to be increasingly influential.
