This article analyzes the Strategic Choices and Management Review (SCMR) of the US Department of Defense (DOD). The authors outline the review and argue that the SCMR offers little guidance for the future of US defense. They argue that the DOD should cut down on active forces and modernization programs and increase investments in unmanned and autonomous technologies.
