This brief discusses effective control of small arms and emphasizes the importance of national reporting. It draws on a study undertaken in 2013 to review the activities of African states in this area. The study shows that, although national reports typically capture general implementation activity, there are limitations to self-reporting, as states rarely provide details on specific challenges to implementation.
