This report analyzes governmental, political and legal issues governing the armed conflict in the North Caucasus region of Russia. It examines Russia's decentralization system, regional elections, the power relations between the North Caucasus regions, and the rule of law. It further includes recommendations for the Russian government and the governments of the North Caucasus regions, as well as for other actors.
