This brief looks at the opportunity Prime Minister Shinzo Abe has before him to reform Japan’s civil aviation industry as part of his 'Three Arrows' economic strategy. The author argues that by driving forward with reform efforts and targeting the uncompetitive landscape of the aviation industry, Abe can demonstrate that Japan is a returning economic force.
