This paper examines data on state-owned small arms. The author argues that while civilian small arms appear to outnumber their military counterparts worldwide, state-owned small arms are a serious factor in conflict and violence, and the focus of much international small arms diplomacy. He further argues that a standardized international reporting system looking at these types of arms would be a great advance for global transparency and policy-making.
