This brief examines the very real threats still posed by the border conflict between Azerbaijan and Armenia. In particular, it recommends a set of violence-preventing actions that the EU, OSCE and Minsk Group (which spearheads the OSCE's efforts to resolve the conflict in Nagorno-Karabakh) should take in order to prevent future hostilities between the two states.
