This report examines the problems Yemen is facing in agreeing on a state structure. First, it looks at the history of conflict between the North and South and the forced resignation of President Saleh in 2012. The authors then discuss the resulting hostile political environment, the lack of appropriate and immediate reaction to the North-South hostilities, the emerging Southern identity, and the National Dialogue Conference (NDC) negotiations and actions. They conclude that without agreements and carefully negotiated terms there will be further instability and a messy, perilous process of territorial fragmentation.
