This paper looks at the difficulties of trying to implement specific provisions of the Eastern Sudan Peace Agreement (ESPA). More precisely, the authors argue three steps need to be taken, and soon – i.e., ESPA stakeholders need to reconvene, they have to concede that the promises of the agreement have not met expectations, and they should develop and implement remedial measures that will maintain the region's stability.
