This paper discusses the lessons learned from Puntland's attempts to transition from clan-based representation to democratic governance in the summer of 2013. In doing so, it highlights how cancelled local elections, weak political and legal institutions, and assorted clan disputes undermined the Somali province's move towards democracy. The paper then closes with recommendations on how the Puntlandese government might overcome its governance problems.
