This essay examines General Secretary Xi Jinping's leadership style in China and what it means for possible political reforms and economic liberalization. The author argues that Xi's top-down approach, which might be called 'hardline modernization', seeks to check irrational behavior such as corruption and runaway financing by introducing military and party fusion rather than reforming the key state economic actors.
