This paper proposes a coherent policy framework rooted in civilian law enforcement to tackle criminality and the jihadi threat in Pakistan. The authors argue that civilian law enforcement and police forces in Pakistan are marginalized by military and paramilitary forces and lack political support and resources to counter the rise of sectarian violence and criminality in the country. The paper therefore recommends Pakistani policymakers to reform and modernize the urban policing system.
