This report investigates whether the Sochi Olympic Games, and the tourist resorts that are planned to follow in its wake, will kick-start sustained development and conflict-reduction in the greater North Caucasus region. In fact, the report’s authors wonder if the authorities don’t have the process backwards -- i.e., isn't a comprehensive resolution of the area's conflicts a necessary precondition for the advancement of the North Caucasus Resorts (NCR) cluster? And furthermore, does Moscow truly recognize the importance of full local involvement in the NCR, especially in the cases of tourism development and peace mediation? The ICG has its doubts.
