What are the prospects for fresh negotiations between the Colombian government and the National Liberation Army (ELN)? While working towards an answer, this report 1) analyzes the present status of the ELN insurgency, 2) highlights the tentative recovery of the group’s military fortunes, and 3) defines the relations the organization has with local communities and polities. The report then concludes by speculating on what Colombian civil society and the international community might do to facilitate the success of future negotiations.
