In light of the US's pending 2015 Defense Budget and 2014 Quadrennial Defense Review, this brief discusses the preliminary choices that have been made between spending on technology and manpower. It appears that technology has yet again been prioritized over force structure, which is strategically logical and conforms with historical practice. Fair enough, this brief argues, but it's still not a wise decision. What the Pentagon should really do is focus on technological modernization AND implement policies that enable the US to regenerate ground forces quickly.
