This report argues that with Hamas' fortunes declining and Gaza suffering its worst economic and political isolation in years, it's only a matter of time until an Israeli-Palestinian flare-up escalates into a major conflagration. However, the report’s writers also believe there is a route that both sides can take to lessen the probability of this unwanted escalation from occurring.
