This brief discusses energy cooperation between Turkey and Azerbaijan and its place in the foreign policy priorities of both countries. The author first examines the factors that led to this cooperation, including Turkey's intention of becoming an energy hub in the region and Azerbaijan’s decision to use its energy resources to improve its regional standing. He then looks at how the energy cooperation between the two states has evolved against the backdrop of these interests and concludes that it has been effective in furthering both countries’ priorities.
