This paper uses a case study of the interaction between local and international peacebuilding actors in Ituri in the Democratic Republic of Congo to examine the reasons behind the lack of cooperation in interaction between local and international peacebuilding actors. The author argues that it is not the asymmetrical relationship that leads to the lack of cooperation between these actors, but rather their different assessments of their resources, capacities and legitimacy structures.
