This report focuses on the origins, evolution, and appeal of the Boko Haram Islamist movement in Nigeria. In the last case, the movement’s appeal is indeed being fed by the bad governance, corruption and official impunity that exist within the country. The obvious solution to the insurgent threat, the report continues, is for the state to ensure physical security AND reform itself. Otherwise, Boko Haram, or groups like it, will continue to destabilize large parts of Nigeria well into the future.
