This briefing examines Myanmar's April 2014 census, which it suggests has inflamed ethnic tensions at a critical moment in the country's peace process. The authors argue that while the census will provide vital information for Myanmar and its development partners, its process was flawed and insufficiently sensitive to political and conflict risk factors. They state that responsibility for this failure lies partly with the UN Population Fund, which guided the census' design, and partly with the government. They also suggest that there was a lack of political oversight of the census by the UN and from donors who funded the census, even though they were both aware of its risks.
