This report examines prospects for ending the long conflict in Colombia in light of the re-election of its president, Álvaro Uribe, in May 2006. It emphasizes the necessity of balancing security efforts with policies addressing the war's root causes, lawfully reinserting ex-combatants, and advancing peace talks with the guerillas. Great importance is attributed to the support of the international community, especially the European Union, in this process of shifting to the comprehensive three-tier National Peace and Development Strategy complementing military efforts.
