This brief recommends ways for the West to assist Libya's ongoing democratic transition. What's still needed, if state-building is going to succeed, are 1) long-term, step-by-step strategic planning, and 2) the establishment of effective security forces. Absent these efforts, the credibility of any future Western interventions against totalitarian regimes will suffer.
