This report discusses Bosnia and Herzegovina's (BiH) political situation since the end of the Balkan wars in the 1990s. The authors argue that despite considerable foreign aid and a supportive European neighborhood, the country is spiraling toward disintegration. The heart of the problem lies in BiH's constitution which does not sufficiently consider the needs of the country's multi-ethnic population. Apart from offering recommendations, the authors conclude that BiH may have to conceive new constitutional foundations.
