This report examines South Korea's intelligence agencies and explains why their problems matter to the international community. The problems, in order of severity, include recent intelligence failures, the agencies' intervention in domestic politics, and the politicization of intelligence information. Yes, these problems must be solved, the report concludes, but only in ways that do not compromise civil liberties.
