This brief explores why large numbers of Eritrean youth are leaving their country and what the consequences of their departure might be. The reasons for the exodus are familiar enough -- social malaise, widespread dissatisfaction with the country's authoritarian regime, and the national service duties imposed on the young. The exodus' sheer scale, however, has led to increased crime and other pressing problems. That's why international actors shouldn't try to isolate the Eritrean government further. Instead, they should work with Asmara to demobilize its society and enhance its economy.
