This report examines the impact of competing water and energy needs of the three states which share the Ferghana Valley; Kyrgyzstan, Tajikistan and Uzbekistan. The author explains that the root of the problem stems from the disintegration of the resource-sharing system the Soviet Union imposed on the region and which lasted until its collapse in 1991. It also analyzes the international community’s potential to contribute to national and regional stability in Central Asia by working with these countries to reach a mutually acceptable framework for agricultural and energy sector reform and development.
