This paper examines the current measures being taken to deal with the security problems of the Mediterranean region, which include political instability, intra-state conflicts, economic and social disparities and ungoverned territories. In particular, the paper considers 1) why previous attempts to address these issues have been only partially successful, 2) what we can learn from these attempts, and 3) what next-step options the EU and other regional actors might pursue.
