This report examines what the Palestinian authorities can do to mitigate the risk of issues stemming from the Palestinian refugee crisis derailing negotiations for a potential peace agreement with Tel Aviv. The authors argue that Palestine’s leaders should work to reclaim their role as representatives of the refugee communities as they will only be able to negotiate and implement a peace agreement if they win their support.
