This brief argues that, in addition to the Energy Security Strategy (ESS) developed by the European Commission, Europe should support Ukraine's efforts to reform its energy sector. The author argues that doing so would reduce the country's dependence on Russian gas and improve its energy efficiency. It would also help Ukraine integrate into Europe’s single gas market and help depoliticize both Ukraine’s and Europe’s gas relationship with Russia.
