This paper discusses 1) Islamabad's foreign policy towards Afghanistan and the implications this policy has on Pakistan's domestic politics; 2) the opportunities and constraints posed by the expanding economic ties between Pakistan and Afghanistan; and 3) Afghan refugees in Pakistan and how they are viewed there.
