This memo discusses Tunisia's progress towards democratization in 2014. The author argues that if Tunisia's parliamentary and presidential elections are handled successfully, it would send a powerful signal that democracy can take root in the Arab world. However, he also contends that Tunisia will also need to undertake fundamental reforms to public administration, security forces and the judiciary if it is to deliver on the aspirations of the 2011 revolution. He also believes that the EU can assist Tunisia by offering itself as a partner in the reform efforts of the state.
