This report sets out the parameters of a possible peace deal between the Turkish government and the Kurdistan Worker’s Party (PKK) and examines the negotiations that aim to end the conflict between the two actors. It also addresses the problems in both sides’ public articulation of their respective end goals in the negotiations. Finally, the author argues that even if the final details in the talks must be left to the negotiators, there is a need for more public engagement as well as preparation for and debate about the difficult issues of conditional amnesties, returns, transitional justice and disarmament.
