This report examines 1) the political, economic, and military objectives behind China’s cybersecurity system; 2) how Beijing’s cybersecurity infrastructure has developed since the 1990s; and 3) how Chinese leaders perceive and misperceive US activities in cyberspace, as illustrated by the disparate terminologies used by both countries.
