The two articles in this edition of the RAD focus on 1) electoral policy changes in Russia prior to last September's regional elections, and 2) Moscow's demands for greater federalization in Ukraine. In the case of the elections, the author argues that the policy changes led to a decline in Russian voter turnout and a crisis among the more established political parties. In the case of Russia's insistence on greater federalization in Ukraine, the author considers how it has also led to calls for greater regional autonomy within Russia itself, particularly in Siberia.
