This report examines the conflict in Jonglei state in South Sudan. In particular, the authors discuss 1) the conflicts in Jonglei prior to the civil war in South Sudan; 2) the armed factions in Jonglei that are part of the civil war; 4) the state of government and administration in Jonglei state; and 5) the different ethnic factors that affect the conflict and the prospects for peace. They also provide recommendations for the parties involved in the conflict and suggest that the Intergovernmental Authority on Development (IGAD) should enhance its political presence in the country to help bring about peace.
