This brief examines the changes in military compensation, including pay and allowances, in the US between 1990 and 2015. The authors also propose a new framework for how the US military, the Department of Defense, Congress and President Obama's administration can consider the cost and the value of the existing military compensation system, including how it meets the recruitment and retention needs of the US military.
